Steps

1. Summarize session work (3-6 bullets)
2. Read all 8 governance files
3. Evaluate each file for needed updates
4. Check for bridge file (write if missing)
5. Identify friction to log
6. Identify memory to save
7. Output the Assimilation Report
8. Execute updates (if authorized)
